In The Y2K Problem we knew exactly when the problem would occur (11:59 p.m. December 31, 1999 / 12:00 January 1, 2000) but we didn't know exactly what the consequences would be.
In The NPK Problem we know exactly what the consequences are (no more ten digit phones numbers can be assigned), but we do not know exactly when it will occur.
